Okay thats interesting, I never saw this kind of error before.

Here are a lot of users which have exactly the same error:

They all say its a issue with windows and cygwin. And they reported that a windows update caused it and another windows update fixed this issue again. Seems like a windows update problem.

Do you have a windows update available or did you just made one?

Try to reboot your pc 2 times, one user said it requires a double reboot.
